Who is this qualification for?

Objectives

Licensing law in England and Wales states that anyone who authorises the sale of alcohol to the public must hold a personal licence. Those who wish to obtain a personal licence need to apply to their local authority.

Applicants will be asked for a number of things to support their application including proof that they hold a licensing qualification such as the HABC's National Certificate for Public Licence Holders.

Achievement of qualification forms an essential part of the personal licence application and will enable those selling or authorising alcohol sales to operate both legally and responsibly.

Course Objectives

By the end of the HABC NCPLH ‘s course candidates will:

  • Be aware of the Licensing Act 2003 and its key points.
  • Understand the personal licence application process and the role and responsibilities of a personal licence holder
  • Understand the duties of the personal licence holder and the penalties relating to failure to comply with the relevant law.
  • Understand the law and application process in relation to premises licenses and the role of the Designated Premises Supervisor (DPS)
  • State relevant law on unauthorised licensable activities and the penalties for breach.
  • Understand the law relating to children in relation to the sale, service and admission of children on licensed premises.
  • Understand the powers of the police and Environmental Health practitioners’ with regard to suspension and closure of licensed premises.
  • Understand the limitations, notification process and purpose of a temporary event
  • Understand the nature, strength and effects of alcohol and understand the duties and social responsibilities of personal licence holders in relation to the prevention of disorderly conduct on licensed premises.

Course Structure

This one day course includes lectures enhanced by video and written materials. Delegates are encouraged to actively participate in discussion sessions and group activities.

Delegates are also provided with the course book prior to attending the course and are encouraged to read and complete the contained exercises. This ensures that delegates are better prepared for the course

Examination

The 1 hour examination comprises of 40 multiple choice questions. Candidates achieving 28 or more correct answers (70%) will receive a certificate from Highfield Awarding Body for Compliance.
